This means your computer isn't able to communicate with your modem. Check
that the modem is turned on. Check that the modem is connected to the
computer. Try using a dialer program such as HyperTerminal to connect
to the modem. If the modem is internal, try using system diagnostics to
make sure that the modem has not become mis-configured (sometimes installing
something like a new game or soundcard can confuse the system so that
the modem has to be reinstalled).
