Answer:
Try making the connection again after a few minutes. A fast busy signal
means that there are not enough free lines at the phone company for your
call to be placed. Keep a record of fast busies so you can document it
for the phone company.
(A
fast busy is just that - the beeps are faster than a normal busy signal
and usually happen right away, sometimes before you're even done dialling.)
